“The State Committee of Water Economy will not have forced personnel changes. My request is the same from everyone to work, to work actively and faithfully and always look ahead. There are a lot of issues in this sector, solution of which should be a task for each of us’, stated newly appointed chairman Arsen Harutyunyan during the working meeting with SCWE staff and the Heads of WUAs.


The meeting was also attended by Chief Adviser to the Prime Minister Gagik Martirosyan.


Pursuant to A. Harutyunyan sector effective governing needs some structural changes like consolidation of WUAs, having in mind, that any work should be the base of a principal of conscientious work.

“I gave instructions to implement the inventory and present information on irrigated areas under WUAs as soon as possible, in order to have clear picture of our strong and weak sides. I think that one of our primary issues should be justification of expenditure effectiveness, enlargement of irrigated areas and finally elimination of corruption risks.

The Chief Adviser to the Prime Minister Gagik Martirosyan wished success to A. Harutyunyan and noted, that involvement of new generation in management sector gives a hope, as pending issues in water economy require not only systemic and radical solutions, but innovative approaches as well.


“A lot depends on your work quality in conjunction with the effectiveness of our activities and welfare of citizens”, said he. A. Harutyunyan instructed to implement inventory in pump stations, which are in inconsolable situation. He ordered also to prepare legislative changes allowing the State Committee to control heads’ assignments of WUAs. Pursuant to A. Harutyunyan thus it will be possible not only to monitor the effectiveness WUAs activity, but also to develop clear mechanisms for accountability.
